The short version (as of October 27, 2026) Drinking alcohol in public places around Shibuya Station is banned every day, 6 p.m. to 5 a.m. , year-round, under a Shibuya City ordinance in force since October 1, 2024. The ban covers public places such as streets and parks. For Halloween 2026 (Saturday, October 31), Shibuya City will put a barrier around the Hachiko statue from 6 a.m. Friday, October 30 until the morning of Sunday, November 1 (planned). No train station or exit closures were announced on the official pages we checked. Toei buses skip their Shibuya Station stops on October 30 and 31 from mid-afternoon.
